Luis Lucero

Luis Antonio Lucero, a senior lawyer at Spingarn, is part of the firm's Corporate team. His focus is mainly on financial and payment technology services (Fintech), regulatory and financial banking law, as well as comprehensive advice on disruptive digital services. In addition to this, he has a background in concession financing under the Public Private Partnership model.

He was part of one of the law firms with more national presence, where he had the opportunity to provide comprehensive advice to Uber in its landing in Ecuador. Likewise, during his time in the public sector, he was in charge of the Legal Procedures Department and the National Legal Intendancy (e) of the Superintendence of Banks of Ecuador; and, of the Regulations Department of the Secretariat of Public-Private Partnerships (SIPP).

In addition, Luis advised prestigious companies in their qualification process as auxiliary service companies of the financial system, and as participants of the auxiliary payment system (payment gateways, aggregators and electronic wallets, etc.), enabled to offer technological payment and transactional services. Likewise, it had the opportunity to participate in several M&A, complex operations and purchase and sale of shares of private financial entities from the viewpoint of the regulator.
